The Ruiling 46

The Central 46 Chambers serve the Shinigami royalty (the ruling class of all Soul Society). They are made up of 40 wise men and 6 judges, selected from all of Soul Society. They are sealed into an enclave in Seireitei called Seijōtōkyorin which no one else may enter, regardless of their military or civilian status. They serves as a supreme judiciary and legislative that is second only to the royal family. They are responsible for judging and sentencing Shinigami who have committed serious crimes, such as murder or treason. Punishments for less serious crimes may be given by other authorities, such as Shinigami captains. The decisions of the 46 Chambers are final and unquestionable, regardless of what the decision may involve. The Shinigami enforce order in Soul Society as a sort of executive and military branch. Another duty of the Central 46 is the execution of capital offenders.

Blood dropped from the table as a man left the room, several bodies lied in place in the court chambers of 46, the man stood still outside and sheathed his blade, giving a crooky smile he walked away into the distance, before dissapearing, he turned around to make sure no one was around and finally left with a Flash... dissapeared towards the 1st Division...

... The bodies stood cold as the blood would soon dry out and turn black, the only thing that flew trough was a quiet breeze, someone would eventually notice this...
